Appeal to UN to ban robots of war (No rObots of War - NOW)

We, the undersigned, wish to appeal to women and men who hold the destiny of humanity.

We believe that technology can alleviate many hardships and inconveniences of life, helping to build a higher security, increasing the potential and cultural possibilities, both of individuals and communities. But the technologies must be technologies for peace, including non-invasive technologies and those capable of improving the human ability, without reducing space for freedom, both individual and collective.

However, not all signs comfort us in extending awareness of effects and uses of advanced technologies in areas and objectives that are currently unaddressed. Let’s consider first, war. For years, technological development can enable war without any definition of a real battlefield, with devastating consequences both in terms of civilian casualties, both in terms of making conflicts and killings seemingly "aseptic", "surgical" or "humanitarian".

For this reason we believe that, at this point in technological history of the world, technological usage awareness, and social control of their development is becoming a political and social priority.

Media has influenced public opinion to believe that security can be left to technology, and public opinion still is apparently unaware of the dangers inherent in the decision to entrust the war more and more automated equipment to meet only with algorithms rather than the decision human. All of this magnified insecurity. Unacceptable, also would have the choice to entrust weapons of mass destruction to automation with human intelligence: a crescendo of irreparable ignorance could be assigned or made available to "Artificial intelligence", bacteriological or nuclear weapons that can wipe out many of the species on the planet.

Already today it is possible to create robots that can learn independently or to take decisions not foreseen by those who conceived and produced such technological devices.

Scarcity of resources, unequal distribution of available immoral, scientific and technological differences between people, allow a few oligarchies, political, economic and techno-scientific control of humanity and the world. According to this scenario, we must prevent a new race to weapons which will lead to a war and finally the power dis-humans.

We are witnessing, in the complete lack of understanding of many, the introduction of androids fighting for all the scenarios of war. Global expenditure for these technologies, anthropomorphic or not, amounts to many hundreds of billions of dollars and is already transforming the scenarios of the decisions and conduct of the war beyond repair.

This means that in any future war would be able to use weapons technology, making it more and more artifacts, but no less cruel, the ratio of those who kill and who killed himself. These weapons would make the decisions to kill more and more automatic, to assume that, through their remote control, you can transform the battlefield into a representation similar to a video game, to the point of bringing the war in a territory where the cars decide .

All of us today are in danger. If you still live the nightmare of nuclear weapons, old or new generation, it is because humanity did not arrive in time to understand the risks of the insane arms race. Today, as in 1955 asked the entire world Albert Einstein and Bertrand Russell in their Manifesto for Peace, the new landscape will require us to return to the question that mankind has had to learn the atomic bomb: "What steps can be taken to prevent military competition whose outcome would be disastrous for all sides? ". Today, unlike in the past, there is still time to stop the new threat and avert a qualitative leap in both the arms race, both in the logic of war.

We address an urgent appeal to governments around the world to realize and acknowledge publicly that their objectives can not be pursued by wars entrusted to such technologies and invite you to promote the banning of all the robotic arms. "No Robot War" is the watchword of those who believe that peace can not be built with a further step toward the total dehumanisation.

We ask women and men who care about the fate of humanity, scientists, people working on the production side, technological, military men who manage businesses and corporations, governments and parliaments, the United Nations, to promote a global pact to halt the development of these technologies and to ban their use on scenarios of war whether declared or not.

We do not appeal to what I can do about the advantage of either, but we want to produce a free space by new, unpredictable and devastating forms of warfare that would make even more inhumane those who produce or support and may represent a final step in the domain of a few men on the rest of humanity and the future of all species that have evolved on our planet.

Therefore, We, the undersigned ask the United Nations to resolve on the Prohibition of the Use of Robots in War and to establish immediately, a moratorium on the development and use of these technologies, with a view to total abolition.
